Background

This report is one of a series of 15 MEPS proposals. Twelve were released in October 2004 and an additional three in April 2005. The full list of these reports can be found in the list of  2004 Publications and  2005 Publications (NAEEEC reports 2004/06 to 2004/17 inclusive and NAEEEC reports 2005/11 to 2005/13 inclusive). Each of the proposals includes a government summary which outlines the regulatory proposal and a detailed technical report which provides background information on the product and proposals.
