This review of the energy labelling program in Australia was commissioned by the State Electricity Commission of Victoria (who was responsible for energy labelling in Victoria at the time) and is the first comprehensive look at the energy labelling system in Australia. The report examines the scheme in great detail and covers background, impact of labelling, reflecting user behaviour, regrading options for the star rating system, compliance, MEPS, test procedures, marketing issues and administrative issues.
The report makes a wide range of recommendations (total of 34) together with a range of technical points about the labelling scheme at the time. It goes on to look at future directions and suggests a range of new products and programs that could be considered.
This report is significant in that it flags the start of a comprehensive national energy labelling and MEPS program in Australia and is an important historical document that benchmarks the scheme as it stood in 1991.
