The Australian Government Department of the Environment, Water, Heritage and the Arts (DEWHA) commissioned testing of Energy Star qualified compact fluorescent lamps (CFLs) as part of its ongoing preparations for the phase-out of inefficient lighting and the associated introduction of Minimum Energy Performance Standards (MEPS) for lighting in Australia. The testing is now complete, and this report provides a draft summary of the results of that testing. The report includes details of its objectives; product purchase and testing procedures; provisional analysis of the testing results including the proportion of products tested that passed the requirements of Energy Star 3; and how many would also pass the requirements of Energy Star 4.

NB: Information contained in this report is based on a FIRST evaluation of data received from test laboratories. The raw test information contains several anomalies that are being investigated. Therefore, the analysis and data contained in this report should NOT be used for decision making or be referenced as a reliable data source. In addition, any reference or indication within this report that a model has 'failed' Energy Star version 4 should not be interpreted as the model is not compliant with Energy Star version 4, merely that the model would not qualify for the incoming Energy Star version 4 in its current configuration as purchased for testing in this study.

The Australian Government Department of the Environment, Water, Heritage and the Arts (DEWHA) commissioned performance and mercury testing of compact fluorescent lamps (CFLs) currently available within the Australian market. This testing forms a key component of a joint Asia Pacific Partnership (APP) project between Australia and the United States (through their US Agency for International Development's Eco-Asia Clean Development and Climate Program).

The testing is now complete and this draft report provides a summary of the results of that testing. The report includes details of objectives; product purchase and testing procedures; provisional analysis of overall testing results including indications of relative performance compared with existing international performance specifications; and provisional analysis of the mercury content of lamps including a comparison of results using the ICP and CVAAS methodologies, and a comparison of results from different laboratories using the same ICP methodology.

NB: At the time of purchase of lamps in 2008, lamps within the Australian market were NOT required to comply with any Minimum Energy Performance Standard (MEPS), nor maximum mercury content. Therefore, any reference or indication within this report that a model has 'failed' a particular performance specification should not be interpreted as the model is not compliant with that specification (as it may not have been designed for that purpose) or that the model is in any way non-compliant with regulations existing within Australia at that time.
